How can I build a gauge to show Revenue against Budget? I'd like to have a progress bar show the mount of revenue generated for a period of time but also show the Budget for that period as a goal.

I would recommend to start out with a cross tab with just the two measures Revenue and Budget. Nothing else. No dimensions. The period shown can be controlled by a global/local criteria.

Convert the crosstab to a gauge object type. Depending on what TARGIT version you are running, there are multiple gauge types that will be able to honor your requirement. On the later versions I would recommend looking for the gauge type called "Icon - Icon progress bar".
